Yes. SUMo works as expected (I reinstalled Windows).

Thanks. I can only think of this: SUMo works normally after clean installing Windows. Then, shortcuts are added to the Start Menu folders. Either automatically (by installing programs) or manually (the user manually adds/creates/moves/deletes shortcuts in these folders).
These changes, somehow and at some point alter the security permissions of those folders and SUMo will stop reading the Start Menu folder inside ProgramData.
Or... it could be something else entirely.

I'll try to reproduce.
