If I select to skip an update using the Skip this Update option, and a newer update becomes available before the time I specified for the Skip expires, will it be shown, or will all updates be skipped until time expires or never if forever is chosen?

The "skip" action is only affecting the selected program for a specific update (a given version number). If another versions comes out, even before the end of the skipped period, it will be displayed to the user.
Tools > Skip list editor allows you to see / edit the content of the currently skipped items.

Thanks! That's exactly what I was hoping it would do, I can use it to hide betas when they show up as an update.

Sure, I do intend to continue to report betas showing up even though I have betas turned off, but because this forum isn't very screen reader friendly in that it doesn't provide convenient markup that can be used to navigate it so I often have to go through each forum page line by line, I will use the report feature in SUMo instead.
